I would be looking in the rear of the suburban for the problem. Do you have trailer wiring, that is a big cause of problems as it gets older a corrosion develops. The reason I say the rear is because the brake light are in the back. The wiring some how is being tied together back there. The wiring to the rear is all run together, there will be a brown wire for lights, a green wire for turn and stop for one side and a yellow for turn and stop on the other. the abs light means you have a problem in your brake system it also means get it to a shop and have it fixed before the brakes fail and you are in a wreck as for feeling like it wants to go when the brakes are applied that in itself tells you there is a problem if the brakes are inadequate while stopped, how is it going to stop you in an emergency

If the rear brakes are drum brakes, then there could be a leaky wheel cylinder. The wetness inside the drum will cover all the brake shoes and parts and cause the wheel to lock up when applied. The build of pressure could be due to the wheel cylinder leaking and causing a pressure loss, but rising when the brakes are applied or pumped up. This may/may not be your case, but definitely worth checking the rears.
