The noise is caused when your power steering pump tries to pump fluid that is not there. This indicates that you probably have a leak somewhere in your power steering fluid lines. You can either try to find the leak or simply replace the power steering fluid every so often.

The cause of this could be something as simple as adding power steering fluid. Let me explain something that I recently went through. (If it seems like what you're going through, then DEFINITELY add the fluid.) -- I would occasionally hear a grinding/whirring noise right under my feet as I was driving. -- This would occur generally when I would hit the gas and turned at the same time. It progressively got worse; to the point where I would start the car, come out of a parking spot, and it would continuously make that grinding/whirring noise the entire time I drove the car. Adding power steering fluid is no easy task with this car. In order for you to even locate the power steering fluid reservoir, you have to remove the antifreeze/coolant reservoir & the bar that runs across the top of the car. (Near the windshield). Once you do this, look behind the alternator and down some (behind the engine) and you'll see the power steering reservoir cap. Just take the bottle of power steering fluid, go in between the belts and strut housing and carefully top off the fluid. Let the car run for a little while and occasionally turn the steering wheel.
