One reason could be that air is trapped try bleeding them.
Spongy or soft brake pedal usually means there is air trapped in the system. Bleed the brakes starting at the RR then LR > RF and ending at the LF.

adjust isn't really the right word here. if the pedal is soft and the brakes suck, and you have to push it real hard to get any reaction out of the thing, pushing harder may not be the solution.
