Open the drivers door , and IN the drivers end of the dash you will see a removable plastic fuse panel cover ( the fuses are behind the cover ) on your 1996 Ford Ranger

On your 1996 Ranger , the horn relay is in your power distribution box in your engine compartment , it is in the 2nd row from the driver's side and it is the first relay at the front end of the PD BOX . Ford recommends disconnecting your battery before servicing any relays/fuses in the PD BOX which means your Ranger would have to re-learn its idle etc.
Check your owners manual to find the location of your fuses. There should be a diagram showing where each fuse is located.
