The Haynes manual claims it's 10 degrees BTDC. Also, the really correct timing should be listed on the emissions sticker inside of the hood. 10 degrees BTDC matches what my 1991 Manual Trans Storm's hood says (and seems to run well at).

The timing scale is on the timing belt cover down by the crankshaft pulley (at the other end of the Power Steering pump belt). There is a small notch in the crankshaft pulley, on the side closest to the timing scale, that is easier to see if you put some whiteout fluid in the notch.

Before setting the timing, let the engine warm to operating temperature, and short pins 1 and 3 of the ALDL connector (located above and to the right of your passenger's feet) with a paperclip to prevent the ECM from advancing the timing while you are setting it. Don't forget to remove the paperclip when you're done!
