Between the Alternator and Power Steering there is stamped PVC on the plactic cover. After removing the plactic cover there is a steel plate. Remove the two screws in the plate and remove the plate. The PVC is located under this plate. Most GM vehicles of that vintage have a rubber grommet into the rocker cover and the PCV valve presses into that grommet. You can tell where the PCV valve is by following the vacuum line back to the throttle body.
The PCV valve on a 1995 Buick Park Avenue is located on the top of the valve cover. Twist the valve and pull to remove and replace it.

It is in the intake behind the throtle body. Simply pull it out and replace it.
