On my ( 1995 ) Ford Explorer , # 19 is a 25 amp mini fuse for the ignition coil , PCM system
The power lock fuse for a Ford F150 is number 19. This fuse is located in the central junction fuse box.
In the fuse panel on the driver's end of the dash , fuse # 19 is a 25 amp fuse for the powertrain control module power diode ( according to the owner's manual ) In your power distribution box in the engine compartment location # 19 is not used on your 2001 Ford Explorer Sport.

Fuse f23 in main fuse box. But, there is also a speed control cut-off relay 19 somewhere.probably it if you can find it. It is blue.
