Bottom of the engine on the oil pan.
The oil drain plug is located on the deepest part of the oil pan.
On the bottom, side, or rear of the oil pan.
If it is the original drain plug it should take a 15mm.
If it is the engine oil you are talking about it is on the bottom of the pan.

I have a 96 Camry and the drain plug is metric - I believe it is 14mm. You will need a socket or wrench of the appropriate metric size.

There is no engine block drain plug on a 1996 Chevy Lumina. You drain from the radiator using the plastic plug at the bottom.

Look on the right side (the side where the dip stick is located) there is a hose that goes down off of the oil tank to the frame. There is a Plug in the end of this hose. Remove the hose from the clip that is holding it to the frame and remove the plug.
A 96 Chevy Beretta Z26 has a 3100 V6 engine. The oil drain is located on the bottom of the oil pan, on a slight angle pointing down and towards the rear.
Unfortunately there is no drainplug on an automatic transmission fluid pan ( unless an after market drain plug has been installed ) You have to drop the pan
