Open the change holder (bottom left, near the hood release) and pull it out horizontally (pull it out completely). The seat warmers are on the same fuse as the power mirrors. Its on the top row, I think third from the right. Go into the fuse box under the hood and grab the spare fuse from there. All you have to do is pull out the bad one and pop in the spare.
Has a starter relay in the engine bay fuse panel.
In a 1999 Subaru Outback, the fuse box is located in the engine compartment on the driver's side, near the battery. There is also an interior fuse box located beneath the dashboard on the driver's side, to the left of the steering wheel. You can access both fuse boxes by removing the cover for maintenance or to replace fuses.
could be the blower motor, a fuse, or a bad wire.
I have not tried to install a seat heater. Assuming that you have a seat with heater that you wish to use, Subaru tends to not include the wiring unless that option was ordered from the factory. You will need to install all wiring up to the fuse panel.

Like all cars the Subaru Outback uses many fuses. There is one fuse block located behind a door in the lower part of the dashboard. Another is in the engine compartment near the battery.
Usually the same fuse as the stop lights
Pull the old fuse out and replace it with one of the same size and rating.
Fuses for each year of Outback are different. Some years have the fuse arrangement in the owner's manual. Otherwise, each fuse position is marked with its function. A flashlight helps.
