I just replaced the flasher on my 96 Intrepid. It is not a standard flasher. The flasher is a black rectangular box about 1 inch square at the base and about 1 1/2 inches long. It is located to the left of the brake pedal and just to the right of the fuse panel. I had to get a new one from the dealer. The after market parts dealers did not have this. It costs about $30. The part number is stamped on the top of it. Chrysler flasher part # 47600060
It is on the passenger side of the bell housing about half way up.
I am assuming you want to know why your flasher is not working. The flasher is run off the turn single fuse it should be listed on the fuse block or fuse diagram if the fuse is good check your flasher some 95 flashers are 3 prong round canister type and others are five prong plastic black box type. either way they would be in the same place on your car. Here is a copy of what I answered for a 1997 intrepid flasher question. "The turn signal/hazzard flasher is a small unit ( little black box, 5 prongs ) Located between the fuse box and brake peddle on a braket under the drivers side air conditioning duct. At some point and time in 1995 dodge swiched over in the middle of production so some 95 intrepids and 96 and 97 should all be the same. The repacment flasher is Tridon Stant EP27. I had a lot of trouble finding it myself when I first bough my 1995 used None of the turn singles worked and we had to get a flasher which we finely found from PEP BOY's for $12.99 Tridon Stant part # EP27. Dodge wanted $31.70 for the same Chrysler flasher part # 47600060. "
On my 2001 Intrepid it had a drain plug under the car on the gas tank. You can drain the gas out that way.
A 1994 Intrepid is OBD1. The connector is a 6 way under the dash on the driver side.
The starter on a 2000 Dodge Intrepid 3.2 L is located on the driver's side of the motor. It is way down low next the fly wheel area.

Defective Flasher Relay
I have a 1996 Sunfire and the 4way flasher is located on the top of the steering column.
1995 Oldsmobile Cutlass Ciera turn signal flasher is behind the fuse panel. The 4-way flasher is to the right side of the glove box below the horn relay.
==New answer headline== I had this problem with my 1995 Intrepid, and it turns out it was the ground wire in the trunk. Try to replace that, or you may just look at it and see if it is burned up somewhere, and replace that section of wire. We did, and have had no probs since. Good luck! It's not the bulbs,eh? I got caught on this problem once and it turned out there was a SECOND flasher way up inside the dash and that did it for me. That was on a Safari Van.
Probably the fuse.
