In a 1997 Mazda Miata, the fuse panel is located inside the car, on the driver's side. You can find it by opening the driver's door and looking to the left of the steering column, just beneath the dashboard. The panel is covered by a plastic cover that can be removed to access the fuses. There is also an additional fuse box in the engine compartment, near the battery.
