The brake light switch is up underneath near/connected to your brake pedal arm. Also, don't rule out that you simply have a bad bulb or corroded connection possibly causing the issue. If it is a bad bulb, see sources and related links below for bulb information.
I have the same problem - but my third brake light slightly flashes when the car is of (Explorer 1998). I have replaced the "stop light" switch with no improvement at all.
Sounds like the arm and switch in the steering column.
Check your brake fluid level in the brake master cylinder in your engine compartment when it is low your brake warning light will come on

Brake light switch might need to be replaced. Simpler answer would be a blown fuse.

If you do not have brake lights then you have a bad brake light switch or a broken wire which is usually located near or at the brake light switch. recently i had one in with the same problem and the cruise control switch was bad. It is located on the master cylinder. just unplug the cruise switch then if it now goes into gear then the cruise switch is bad.
I was looking at the ( 2001 ) Ford Explorer Sport Trac Owner Guide and it shows there is an ( O/D OFF ) light in your gauge cluster when the ( overdrive ) is switched off by using the switch on the end of your automatic transmission gear selector

Something is wrong with the Anti-lock Brake System . It could be a fuse , a sensor , or some other problem . As long as the red " BRAKE " light is not on in your dash you still have " normal " brakes
