I own a 1990 GMC Sierra 1500 5.7L V8. My fuel filter is located along the frame rail under the cab on the driver's side of the truck. You might look there for the filter on your 1989 Sierra. It's an inline silver colored canister.
On the 2011 GMC Sierra 1500, the fuel filter is located inside the fuel tank as part of the fuel pump module. This design means that the fuel filter is not easily accessible for replacement, and if it needs to be changed, the entire fuel pump assembly typically needs to be removed from the tank. Regular fuel system maintenance, including using quality fuel, can help prolong the life of the filter.

In 2004 Chevy removed the fuel filter from inside of the frame rail and put it in the fuel tank.
The 1999 GMC 1500 PU equipped with the 5.0L V8 have an undercar in-line EFI filter. The filter is located directly upstream of the fuel tank in the gasoline line going to the engine. The OEM AC Delco replacement fuel filter is #GF652.
It is part of the fuel pump module in the tank.

In 2005 Chevy started putting the fuel filter inside of the fuel tank. You will have to remove the fuel tank to service it.
