In a 1999 Jeep Grand Cherokee, the fuse for the windshield wipers is located in the fuse box under the dashboard on the driver's side. Specifically, you should look for the fuse labeled "Wiper" or consult the fuse diagram on the cover of the fuse box for the exact location. If the wipers are not functioning, checking this fuse is a good first step.
