In a 1999 Volvo V70, the fuse for the cigarette lighter is located in the fuse box, which is typically found under the dashboard on the driver's side. Specifically, it is usually the fuse labeled "CIG" or "Cigarette lighter." You can refer to the fuse box cover or the owner's manual for the exact location and fuse number. If the fuse is blown, replacing it should restore functionality to the cigarette lighter.
Is it not on the inside of the fuse-box cover?

Remove the 5 amp fuse from the fuse compartment next to driver's door to left of dash. In my 2003 v70. It is fuse #38. But best to check your manual. Someone else said it was fuse 29. I think it depends on the model year. Remove fuse and you should be good to go.
