The horn in my 1994 Ford Tempo is located behind the right front tire wheelwell. (1) Remove the right front tire. (2)Remove the inside thick black cardboard protector(A lot of work)(3)Look up inside the fender. You will see 2 small horns.One marked high(h) and one marked low(l). Test both horns on the battery to see if they work before replacing them. Only one like on my car (h)high was bad. A big job replacing the horns. Thanks Ford engineers.
