I assume you mean the Flasher Relay. It is located in the front seating area, passenger side, under dash, mounted above kick panel.
Replace the flasher relay if the lights come on but do not flash.

put in a new relay... if the window works it was a bad relay
Under the hood
Open the hinged dash panel to the left of the steering wheel. The flasher is the black box behind the mass of wires, attached to the cowl panel with one screw.
There could be several reasons why the turn signals on your 1974 Chevy Nova aren't working. Common issues include a faulty turn signal switch, a blown fuse, or a problem with the flasher relay. Additionally, check for loose or damaged wiring, as well as the condition of the bulbs themselves. Testing these components should help you identify and resolve the issue.
If your wiring is good, the relay may be the problem. The relay is located under the dash. Its a retangular relay with 2 prongs and a little tip on it.

Yes! My 73 Super Beetle is set up the same way. I am tracing a turn signal problem and I verified this.
I believe it's located behind the passengers side dash panel.
Mazda didn't make the RX7 in 1974.
