Right at the bottom of the sump, you will know for sure as it has a square drive hole in it. A proper socket will have to be bought to undo it
Just a thought you can ( I do ) use the square bar that goes through the door between the door handles this is the perfect size ( in the UK anyway ) alot cheaper :D

The size of the Renault mMegane Ssenic 1.6 1999 sump plug is 9mm. You can find this plug at the bottom of the gearbox.
All the oil sump plug are on the lower part of the engine, in this case is the same, but you probably will no notice that because it is not a common plug, this car have a square plug.

there isn't a drain plug, you will have to remove the bottom hose
Every other Renault seems to be a 8mm square plug so don`'t see why not.....
