there is no turn signal flasher or relay on old Subaru, its a combination switch, but there is a fuse, in the fuse box under the dash, the fuse isn't mark well, but says;
BACK
TURN
(4WD-AT)
if you have a gl-10 this fuse also controls power windows,
i had this same issue where my turn signals and my power windows stopped working (but my hazards still worked) and changing this fuse fixed all my issues

If the turn signal relay & hazard (emergency) relay are side by side, turn on the emergency blinkers. You will hear & feel (if you touch the relay) the emergency relay clicking. Turn signal relay is the other one.
The turn signal relay and the flasher relay are the exact same thing. The relay switch controls the turn signals.
1990-1994 take out dashboard and it is on the left take out three screws and the bigger relay is for the blinkers.
