The fuse location for the windshield wiper fuse on the 1998 Civic is under the dashboard to the left of the steering wheel. The fuse is number three in the box.

A bad fuse may be the cause of windshield wipers not working on a 1998 Lumina. The switch that activates the wiper motor is another possible cause for the wipers not working.
The wiper relay on a 98 Wrangler is located under the hood. It is in the relay/fuse housing on the passenger side of the car.
The metal panel between the hood and windshield is removed to service the wiper motor.
If its like a 96 you remove the windshield wiper motor and assembly

More information please. Which part of the system. The wipers? The wiper arms? The linkage conecting the wiper arms to the motor? The motor? The windshield washers? Windshield washer pump? Etc? Please be more specific.
passenger compartment fuse box #7 it is 20A fuse. center column, 3rd from the top.
The number six fuse controls the rear wiper motor in your 1998 Jeep Grand Cherokee. The number six fuse will be in the first column, fourth from the bottom.
Defective windshield seal? Door not aligned properly? Defective door seal?
