I believe current CA law requires that only certified recyclers may purchase used cats for recycling. New laws require that buyers of used cats for recycling adhere to very strict identification of sellers, for purpose of discouraging the sale of stolen units. There are many dealers who are allowed to purchase and recycle the cats. I thing there is a big one called Davis recycling in your area.

I would think no way, but also no way would you pass an emissions inspection w/o catalytic converters. Here in Maryland it is a bi-annual inspection.

My only guess would be to chop them out and weld in the new ones.
Assuming this vehicle has duel exhaust with duel catalytic converters, bank 2 sensor 2 would be the O2 sensor after the passenger side catalytic converter.
