To any fuse in the fuse box that turns on and off with the key switch like the windshield wipers. Have you tried the radio fuse?
Make sure the ground wire is connected to metal, and recheck the power source for good connection use connectors not twist method.
Check speaker's connector on the other side of stereo system. If stereo system have fuses, check it also. If stereo system doesn't work anyway, I think, that stereo systems amplifier is broken.
The speakers are powered by the stereo, which in turn the stereo has a fuse. If the stereo works (turns on), but not the speakers, then it may be a wiring issue.
I'm guessing your stereo is aftermarket. If so, then whoever installed it did it wrong or tried something tricky.

I have a 93 j30 base and my stereo is doing the same thing, but what i figured out is i have to press tape eject button, then am-fm button, then it turns right on
Is it a MK4 or MK5? - Take the stereo out and make sure none of the wires are faulty. Also, did you fit this by yourself or did you get someone else to do it?
