Center pin is 12 V, outside is ground.
Fuse # 17 is a 25 amp fuse for the Data Link Connector and cigarette lighter
This test will determine what glow plugs are working. ( It will not determine a partially burnt plug ). Disconnect the glow plug wires at the plugs .( You must unplug all of them for this test to work ) Connect a test light to the positive terminal of the battery. Touch the electrical connector at the end of the glow plug with the test light. If the light goes on the glow plug is working. Make sure you touch only the electrical connector on the plug. If you touch any other part (metal) of the plug the test light will light giving you a false reading.
I found an adapter of the Silverado plug connector at the local U-Haul Store.

It's a plug. One end goes into the the cigarette lighter outlet of the car, and at the other end there's a slot for an USB connector.

Check with a test light very carefully so as not to burn out the fuse...see if you have power at the plug behind the lighter at the connector harness, if so then replace the heat element, common on all lighters.
No, the cigarette lighter fuse is not large enough to handle below nor is the wiring.

Some vehicles allow you to some dont you will have to plug something into it that has an indicator light if the light goes on while the car is shut off it does. with your car off plug in the charger then plug in the phone if the battery icon on the phone changes it is charging
The 12 volt power and ground connector for the original factory lighter should be in the wire harness in the location where the unit would have been if it had one. Your local auto parts store can sell you a replacement lighter to fit your vehicle. Just install the new unit, plug in the existing power supply connector and install a fuse in the correct slot and your done.
