under the hood its the tail lamp curciut
If the 97 is set up like the 96, then the same 15 amp light blue fuse that controls the tail lights will also control the dash lights. On the 96 this fuse is # 17 in the fuse panel behind the battery.

There is a wire harness. The bulbs tend to go out.

I had this problem with a '92 Saturn and it was because i blew a fuse. I am not sure which fuse it was as it was about 6 yrs ago, but you should check your fuses and see if any are blown. I know it sounds rediculous that the tail running lights and the dash lights are connected by the same fuse. Sorry I cannot give you a more detailed answer
The dash light dimmer control could be in the off position or broken.
Check your fuses again-use test light. Almost always seems to be a fuse when both tail lights and dash lights aren't working at same time. If that fails, check headlight switch
it is a regulater switch in the fuse box under the hood.
No Relay, Just A fuse located on the drivers side dash when you open the door. It is under DLR (Day time running lights) silver finned box under dash, right side of sterring column
