The dash light dimmer control could be in the off position or broken.
I had this problem with my Monte Carlo, I think it was that I needed a new turn signal switch. I think there was a sensor or something that was broke too?? But I believe the dash panel lights not working at night had something to do with a short in the turn signal switch.

it is a regulater switch in the fuse box under the hood.
It should slot #1 on the fuse panel. At least the 1996 Monte Carlo fuse was located there.

The turn signal flasher on a 2001 Monte Carlo is behind the hazard button on the instrument panel. You have to take out the instrument panel bezel to access it. I found this out through a Haynes repair manual for that car. I have to replace mine and did some research. The turn signals and hazard lights are both tied into the same flasher. Hope this helps.
The 1997 Monte Carlo inside door panel is held in place with two retaining bolts and eight retaining clips. Remove the retaining bolts and pry outward on each retaining clip.

On the sticker on the inside of the panel you removed to see the fuses. If missing, get a shop manual.
Remove panel under glove box has twoclips push towards firewall and panel will come down you will see blower has three screws and unhook wires.
The Monte has 2 fuses for the "blinker" or flasher module. They are located in the interior fuse panel that is located on the right hand side of the instrument panel. Fuse position "30" is a 10amp fuse and fuse position "5" is a 15 amp fuse.
