It sounds like the ballast is ready to go if it is not already shot. the loud buzz you hear is from the ballast working hard due to internal bad connections or loose connectons not just in the wires but metal contacts as well. Basically it is like watching a sci-fi movie seeing what they call "Jacobs Ladder" which is a blue arc from these bad connections. could be a little burnt. Once in a great while you can get away with a good cleaning and tightening internally but it is very seldom.
