Not enough information regarding why the car won't start but as to he security light; it's always blinking when the engine is off.
I tried holding down the trip odometer button and starting the car and holding it until the light stopped blinking.
Make sure odometer (ODO) is slelected (not trip odometer). Hold in odometer "reset" botton. Turn Igniotion to ON but do not start engine. Light will flash and go off. Turn Ignition OFF. Release "reset" button.
It is blinking by a lamp first turning on, then turning off, then turning on, then turning off...
The light is blinking on and off because there may be a problem with the electrical connection or the light bulb itself. This can be caused by a loose wire, a faulty switch, or a flickering bulb.
Sit in the driver's seat. Put your seat belt on. With the key in the off position, press and hold in the odometer reset button. Turn the key one click (keep holding the odometer reset button in). Very shortly afterwards you will get a "RESET" (or similar) display. Release the odometer reset button. The display "RESET" will blink. While blinking press the odometer reset button again. That should do it.

Let go of the odometer reset button. Turn key off and then on and start the engine. "Maint. Required" light should stay off
Reset the light. Turn everything off. Turn the key on and off when the light just goes off. Keep doing this several times, the light will reset
For Maintenance Required warning light on 2008+ Highlander Hybrid: Start from car in OFF mode. Keep foot off brake pedal, press START/STOP botton twice, reset odometer A & B. While in odometer A, press & hold odometer reset button and simultaneously press START/STOP button to turn off. Press & hold odometer reset button and simultaneously press START/STOP button twice. Wait for the indicator bar to complete reset cycle and then release odometer reset button.
