Because they think it helps the blades not stick but it really does nothing but make other people wonder what they're doing.

you can pull them out by prying them out with a large screwdriver.
Turn the wipers off, pull the wiper arm off, and replace it in the correct down position.
there are small screws/ bolts in the windshield wiper cowl(grill) all along the cowl that need to be taken out, then you need to pull up on the bottom of the wipers to get them off.

The windshield wipers are not automatic... the lever that controls the wipers have three positions and you will have to pull the lever down to the off position. The position below off is for mist. If you pull the lever to that position and let it go, the lever will go back to the off position.
Assuming you are standing on the drivers side, lightly pull the windshield wiper towards you until you hear a click and then lightly pushit back down.
Sounds like broken linkage maybe. I think... you need to pull the air vent intake grill underneath your windshield wipers blades to get to it.
PULL THE WIPER ARM UP AND ON THE BOTTOM OF THE BLADE YOU WILL SEE A LITTLE PUSH TAB, PUSH THE TAB AND PULL THE BLADE DOWN! GOOD LUCK
EJ says pull out the wiper assy away from windshield. Locate the clais in the middle of the wiper. Press clip relase tab and push the blade assy down. It should slide out easily.
If your problem is that your wipers are too low, or too high set on the windshield, you have to remove the cover at the base of the wiper arm, remove the nut, then pull up on the blade and take it off then reset it onto the spindle to readjust the height. Trial and error procedure, just check it after you reinstall it by turning on your wipers and seeing if they are set where you need them to be and go down to the desired location after they are turned off again. DO that for each one. Hope this does it for ya.
