there are small screws/ bolts in the windshield wiper cowl(grill) all along the cowl that need to be taken out, then you need to pull up on the bottom of the wipers to get them off.
It's a standard item. Located under the plastic trim under the windshield wipers. Park the wipers so they are up towards the top of the windshield by turning the ignition key off while the wipers are running, then remove the plastic nuts or screws that hold the black plastic trim and vent piece between the wipers. You will see the cabin air filter. It is rectangular.

This has happened to me. where the wipers connect on the exterior of the car. (Meaning the arm-like piece that isn't remove that blades attack to.) There is a bolt. It is relatively large and not easily missed. Tighten this and you should be okay.
Every car has its own way to remove the windshield. The basic is to remove the cowl (the bottow part of the windshield where the wipers sit on top of, it a long plastic piece) after that you remove the trim (moulding). Then your insert a special tool called a cold knife, looks like a L shape knife. You slide that knife between the pinchweld and the glass, and pull it all around the edge of the glass, this is separating the glass from the poly-uranthane which holds the glass. That all

On a mark 4 jetta, the TCM is located underneath the windshield wipers (sort of). To get to the piece you'll have to remove the plastic grate at the top passenger side of the engine bay. The TCM is next to the air filter that you will see.

YOU WILL HAVE TO REMOVE THE REAR SEATS. THE SPEAKER GRILLS AND THE PANEL IN THE WINDOW IS ONE PIECE.
Its possible the wiper motor is bad. It happens. It is located under the wipers in the engine compartment. You will have to remove the wipers, the big plastic piece, then metal piece under that. The wiper assembly is mounted to the underside of the metal piece. I had mine apart in about 20 minutes.
