I just had a similar problem on my 2003 jetta. They replaced the bulbs and it turns out to be a faulty break light switch as well. Make sure to get it checked ASAP otherwise your shifter could get stuck in park.

inside your trunk behind the rear lights there are two plastic circles that pop out to access the tail lights, once these are out you should be able the push the light out .

On a toyota tacoma 2003 SR5 when the tail lights are turned on the brake lights come on and when the tail lights are of the brake lights work just fine what could be the problem. If the truck has a trailer plug, inspect the plug and plug wiring for damage and corrosion.

The fuse box is located by your knees in the drivers seat, open the panel and it will have the specif fuse listed by number on the panel flap.
