They don't. You should should check and probably replace the bulbs. Refer to your owner's manual

If you know where to change the odometer/tripmeter display... Instead of pushing that control, turn it counter-/clockwise to dim/brighten the dash lights.
You turn the trip odometer button on the dash.
To dim the dash lights on a 2004 Honda Element, locate the dashboard light dimmer switch, which is typically found on the left side of the steering wheel, near the headlight controls. Turn the dimmer switch clockwise to brighten the lights or counterclockwise to dim them. Adjust it to your desired level of brightness. You probably turned them on by accident. They are controlled with the same pull switch that turns on the headlights. By twisting the switch to the far left it will click and the dome lights will turn on, by twisting it to the right it will turn off the interior lights and will then dim the dashboard lights.
There should be a roll switch right next to your light switch on your dash to dim the lights with.
you most likely have a short somewhere in your wiring
