It could be a number of things.
1) It could be too loose causing it to slip too much and burning the belt. This could be from the incorrect belt or a tensioner that is out of adjustment or not working correctly.
2) It could be too tight and stretching the belt too much.
3) It could be a bad pulley, bearing, tensioner. If it is the deck belt it could be a spindle. If it is the drive belt it could be a problem in the rearend.
Needless to say, you will need to do some investigating to figure it out.

Have not seen picture of belt for troybilt riding mower(deck ) my problem is when I disengage blades,it does not have enough slack and blades keep turning
