If you are referring to spare wheel please say so, -we are not mind readers ! - If this is spare tire under vehicle, then it has become jammed in place and you will need a crowbar or pole to dislodge it.
Addendum:Prybars can damage the tire and rim. This has happened to me on two occassions, with a '97 Explorer and a '91 Nissan pickup. Heavy winters here in Michigan and a lot of winter salt causes thing underneath to bind up. If the rear of your vehicle is high enough, lie on your side and kick the tread with the bottom of your foot. You can also use a hand sledge or steel mallet. Strike the tire afew times and it should come loose.

May have a safety latch similar to my Bravada, drop tire as far as you can then lift with jack to take stress off cable, then squeeze clips on cable to release, then lower tire with jack.
