Some vehicles have a safety switch that keeps you from shifting out of park if the brake isn't on. If that switch has failed or is adjusted improperly you will not be able to get out of park. CALL THE REBUILDER AND POLITELY ASK HIM TO FIND OUT WHAT IS WRONG.
