two causes I can think of without more information. You are trying to use a non-VATS key in the ignition of a VATS vehicle. If that's not it, the fuel pressure regulator could be stuck wide open (but it would run for a few seconds). If the key deal is not the problem, put a fuel pressure tester on it, start it and see what the reading on the guage acts like. If it drops to zero (or very low), you've probably got a fuel related problem.
