On the 406 HDi a likely cause is the o-ring on the water drain plug on the front bottom the filter. Mine failed at 10years old - replacement just over £2 (2010 prices). Interestingly it seemed to leak only when the engine was running (not with the ignition on and low-pressure fuel pump pumping), even though low pressure feed to the filter should not change significantly.

your fuel filter is rusted an have pinhole when fuelpump running it presure fuel filter and fuel leak thru pin´hole to eart.
You can remove it and clean the filter inside it or you can replace it.
It means you have a leak. If it's black, the fuel filter housing would make a likely suspect.
