I just had this problem, the fuse is in position 11 in fuse box, 25 amp, mine read HDLP on fuse box. Both the daytime headlights and horn on same fuse.
It sounds like a defective relay. Some cars have one, others have two relay centers. One should be under the dash on the passenger side. It may be covered by a plastic panel. They are individually marked and you should check the ones marked HVAC and HDLP. The other center is under the hood, next to one of the fenders. Sometimes you can hear a defective relay or breaker clicking on and off: test it by setting up the situation that causes the problem. Be patient and Good luck!
