The inoperative speedometer on a 1999 Dodge pickup, along with the ABS and brake light being on, may indicate a malfunctioning vehicle speed sensor (VSS) or issues with the ABS system. The VSS provides speed data to the speedometer and the ABS module; if it fails, it can cause both the speedometer and ABS warning lights to activate. Additionally, problems with the ABS module or wiring can also lead to these symptoms. It's advisable to perform a diagnostic scan to pinpoint the exact issue.

My 2001 Dodge 3500 has 4 wheel anti lock brakes and my speedometer is adjusted with the anti lock brake controller which is programed to the tire size and the rear end gear ratio. If you have this setup you may have to go to the Dodge Dealer to get the controller reprogrammed.
