My 2005 Chevrolet Impala has had the steering gear box replaced 4 times now under warranty. The service manager at the dealer told me that they replace several of the boxes on 2003 - 2005 Impalas weekly. I've yet to have to pay for one, but have signed invoices for $185 as I purchased an extended (third party) bumper-to-bumper warranty.
It probably needs steering fluid.
ON the 2006 impala that whining noise is actually the electronics when you accelerate. Its more or less electronic pulses/signals My 06 Impala is the same.
