WD-40 disperses moisture.
You probably need ignition work, but here's a test--spray WD40 on the distributor cap and plug wires and see if things improve.
The distributor cap is located where the spark plugs cables are connected .They go from the motor to the distributor cap.

sounds like you have moisture in the distributer. easiest way to remove is to take distributor cap off and dry with a hair dryer,u also need to dry inside of distributer while cap is off. if you have the time to leave cap off in a warm place for a day or so, most moisutre will evaporate outIgnition coil shorting to surrounding metal or dead. Open top shroud and look and listen for spark to be taking a short cut to ground instead of going to distributor cap. If you see a spark or hear it crackle, that's it.Another good way to remove and/or prevent moisture problems in your distributor is to spray the inside of the distributor cap with silicone spray. WD40 spray works too.
Follow the spark plug wires from the spark plugs. If it has a distributor cap, they will plug into it. It may not have one and have oil packs.
The spark travels from the coil to the distributor then from the distributor to the plugs. So if you have spark going into the distributor but not coming out to the plugs, I would blame the distributor cap and rotor being at fault.
you have 2of the plug wires on the wrong plugs or distributor cap
there is no distributor on a 98 rav. therefore no cap or rotor. replace the plugs and wires and the tuneup is done
