I used to have this problem. The wipers would sweep at odd intervals in intermittent mode and when I turned the wipers off they would not go back in to the 'park' position (they would stop where I turned the switch off). The wiper motor has an issue with the brushes and contact assembly. Oil from the bearing coats the surface of the slip ring and causes intermittent operation. I removed the motor assy from my '96 caravan and cleaned the slip ring and brush with rubbing alcohol. The non-stop operation stopped as well as the 'ghost sweep' operation when in intermittent mode.

The front windshield wiper size on a Dodge Caravan is 26 inches for both driver and passenger. The rear windshield blad is 16 inches.
It is at the base of the rear window inside the door panel.
Remove the windshield wiper arm from the windshield wiper motor. Remove the wiring harness. Remove the retaining nut. Reverse the process to install the new windshield wiper motor.
i believe the 1999 - 2006 have a recall on the wiper motor. see your dealer.
