Check coolant level and strength of antifreeze. Antefreeze that is too strong in a vehicle will not heat good. If that is fine replace thermostat with a 190 degree one and try that. If it still doesn't heat check heater core for blockage, flush out or check fins for debris.
The heat valve is stuck open.

Because the resistor between the heater swithch and the heater motor is not functioning. Usually mounted on, in or near the heater enclosure. Its a common repair, and can be done by the do-it-yourselfer.
Low coolant in the system. Defective heater control valve. Clogged heater core.

Sounds like the blower motor resistor has gone bad. This is sometimes located behind the lower dashboard in the area of the glove box.
I have a 1997 Ford Taurus that would only blow cold air, I replaced the thermostat and no heat. We flushed the system from a ford dealer no heat. Had to replace the heater core plenty of heat now. the heat blows out the defrost when it should blow out floor vents only
Any heater that only blows luke warm air isn't getting warm or hot water to the coil. This sounds like a problem with the thermostat not closing, and allowing the engine to heat the water properly for the heater.
A restricted/plugged heater core can do that. Try flushing the heater core.
