Most likely they are burned out and need to be replaced.
well i had to pull my front bumper off to put the headlights on. I have a 1997 prelude so i don't know what year you have but i would guess the front bumper will have to come off.
The question is a little hard to understand, but it sounds like your low-beam is out
They as designed to "dim" when headlights are on to reduce "glare" try adjusting dash dimmer switch
The headlights go up and down when you turn the headlights on. If they are not going up or down they may be disconnected from the motor. You would have to take the headlights out to see if they are disconnected or not.
I had a problem with my headlights going off, not the high beams. Replaced the rectangular silver can thingy at the fuse panel under the dash on the drivers side. I put a higher rated one in, which is a no no, but it solved the problem of the headlights going out.
You cannot actually turn off the lights while the car is driving or in any gear but park. If you would want to turn the lights off while you are parked for some reason, put the car in park, turn off the car completely, pull the emergency brake up, then restart the car. This overrides the headlights and they will stay off while the car is running-however, as soon as you release the emergency brake- the headlights turn back on.
You can only turn off the headlights by applying the emergency brake. When the emergency brake is on, the headlights will not light. Otherwise the best of my expererience is that they are on all the time. If you have remote start, put the emergency brake on before you leave the vehicle and when you remote start it, the headlights will not be on, but the driving lights (if switch is on) will be on as well as the parking lights.
On the left side there should be a stick for your windshield wipers and a nob on the dash semi-close to the button for the trunk. You turn that nob to set the lights inside and outside the car. The windshield wiper stick if you pull it down, or towards the dash- it should put your brights on.

you might have a short in your alternator. In my car the headlights would dim when I put on the brakes or tried to use cigerette lighter to power up my phone.
Sounds like the high beams are burnt out. Rare that both burnt out at the same time but not impossible.
If you put the bulbs in at the same time, they would die out at the same time.
