Oh, dude, like technically speaking, yeah, they can interchange because they both have a 15-inch rim diameter. But the 205 60R15 tire is a bit wider and shorter than the 195 65R15, so your speedometer might be slightly off, and your car might handle a bit differently. Yes, you can but I recommend against it. If your OEM tire was 195/60-15 and you install 195/65-15 you are installing a tire with a diameter that is 3.09% larger. This will cause your speedometer to be 2 mph slow at 60 mph. You should always stay within 3% difference of the OEM size. A much better fit is a 205/55-15 which is only 1.4% smaller in diameter. But in the end you can install it if you insist.

Yes. I just recently got 195/45r14 for my car a little nervous they wouldn't fit when I got them they fit great the tires before were 185/65r14. Fit and work properly are two different things. Of course they will fit but this is not a good fit. The 195 tire is 2.125% larger in overall diameter. Your speedometer will read 58.7 at a true 60 mph. This is an acceptable compromise but one I personally would not make. A much better fitting tire would be 205/60-15.
