If it is restricting the flow of fuel, it can cause low power.
Dirty fuel filter, dirty air filter, bad catalytic converter, restricted exhaust, insufficient fuel pressure.
When the gas filter is dirty and when the dirty gas goes to the engine for ingnation the gas will not burn properly thus affect the riding.The mileage becomes lesser.The engine will produce less power.
Do you have a check engine light on? COuld be a Solenoid that determines boost for the Turbo (if equipped), clogged fuel filter, clogged Catalytic converter, dirty air filter
If you mean the engine will rev up and down as it is running, it has been my experience that a dirty air filter is a cause of the fluctuation.
If the car has a turbo, the turbo could be shot. It could also be a dirty air filter, dirty fuel filter, or dirty fuel injectors. Another thing could be a fuel pump that is bad.
