Although there could be one or more other causes for a fuel/Petrol gauge to fail to work, the answer is YES, a "blown" fuse could cause the gauge to not work.

If it just the fuel gage then your sending unit is not working or their is a broke wire between the tank and the gage. If all your gages are not working check for a blwon fuse.
Your problem is not a fuse. There is not a fuse that controls that one gage. Check the temperature sending unit. 99% thermostat if you want to get a used sending unit from the wrecker

if the whole dash instrument has stoped workin i.e the speedo , rev counter and fule gage then disconnet the battery leave for a min or so and reconect....u should be sorted :) if not check the fuses

The fuse for the instrument panel on a 1994 Altima is the second one up from the bottom on the left row of fuses it says electronic parts and it controls the tachometer, temp gage, fuel gage and the overdrive. It is a 10 amp fuse.
you need to get a owners manuel,,,it helps a great deal......... I have an owners manual however it does not list every function for every fuse. I am trying to find out which fuse is responsible for the "low tire" light and whether a bad fuse is causing my fuel gage to quit working and the manual does not help with this information. The owners manuals' not gonna give you much. You can get tht one through the Chilton Manual. And the fuel Gage may be failing to work because of two (2) Wires that run to the Rear Fuse Block.
