Remove the faulty new starter and replace it again. you know get another one. assuming you were correctly installing it.

there could be wut they call a ''rough spot' in your starter.. it could mean your starter is going bad.. if your tight on cash, give your starter a whack with something heavy then try starting it again. WATCH OUT, ONLY HIT THE STARTER!
well to tell you the truth depending on the year model i would have to say you have a theft provention system which is disabling the starter, so it wont turn over even if batter is installed, that or your starter was fried from improper battery voltage.
Could be a starter solenoid going bad, it could be ECM problems, it could be a number of things.
my guess. alternator possibly? but if you know that's good check your wires going to your starter. that's the most common thing ive ever seen is not properly installed starters. but yeah check your wires going to it.,
