If the truck is in 4 wheel drive mode, yes.
Do you mean that you cannot turn the steering wheel left or right? When you say that "steering locks up" it sounds as though you're talking about the steering wheel. Other than that, I would suspect the transfer case. On a truck this old, the transfer case could be rusted up.
If the truck is a 4 wheel drive, you can't repack the front wheel bearings. It has a sealed hub/bearing assembly that is not serviceable.

Its located on passenger side of truck. Just behind the front right wheel, crawl under truck and look up. Its on exhaust pipe/manifold just in front of cat. converter.
My front wheel bearings just went in my 04 mountaineer, and we tried to replace them ourselves, but in order to get to the bearings you have to have the truck up on a lift, so unfortunately we had to send it to a mechanic.
Slide in behind the passenger front wheel and look up at the bottom side of the engine and you will see it on your side.
On the V6 engine the bottom bolt is accessible from under the truck easily but not the top one. You can remove the right front tire and wheel and access it.
If you slide up under the passenger side of the truck behind the front wheel and look up at the side of the engine You will see the starter, Just in front of the starter and screewed into the side of the engine block is the knock sensor. It will be round and have an electric wire pluged into it.
