If the belt is tight and turning the pulley on the pump when the engine runs and is full, you have either got a restiction going to the rack and pinion, a faulty pump, or a bad rack. One other possibility is that you have previously ran it out of fluid and it has air in the system. To bleed the air out, jack up the front wheels safely, start the car and slowly turn the steering wheel back and forth to the stop on each side for a half dozen times or so. Unjack the car and see if you have Power Steering.

I'll be civilized and answer this. The power steering pump is a hydraulic pump that needs fluid to pump so it can move the power steering gear. Simpler said no fluid no power steering. Hope you are not offended.
