Unscrew the socket and nut, use a punch to tap the nut out of the socket. Replace with a new nut.

19MM if the chrome covers are still on the nut,if not 18mm
7/16" will do it; best to use a lug wrench to loosen do to the torque on the nut as the typical socket has be known to crack.
14MM X 1.50 with 21MM socket head. Available with or without external threads for plastic lug nut covers
17 in wheel, should be 21mm socket

Use an impact wrench to either remove it or break it. Then replace the lug. Cut it off with a chisel if you can't get a socket on it.
